Pursuant to M.G.L. Chapter 111, Section 127I, Receivers must (1) provide proof of liability insurance, (2) promptly repair the property and maintain it in a safe and healthful condition, and (3) file bimonthly reports detailing a full accounting of all funds received by and owed to the Receiver. Under the statute, Receivers also have the right to (1) borrow funds, (2) enter into contacts, (3) place a priority lien on the property for the total costs incurred during the receivership, (4) collect rents, and (5) charge for necessary expenses. Receivers cannot be held personally liable but can be held liable for injuries to persons and property, but such liability is limited to the assets and income of the receivership.

The Western Division Housing Court maintains the primary list of qualified receivers. The application period for receivers generally runs from June 1st through July 31st. 2013 Receivership Training: On October 23, 2013 the City of Springfield, in conjunction with the Western Division Housing Court, held a receivership training for current and potential receivers and their attorneys. The training was attended by over 50 people including staff from the City of Springfield, City of Holyoke, Western Division Housing Court, Attorney General Martha Coakley's Office, in addition to many current and prospective receivers.
